💰 UODC IS HIRING: COST & BUDGET OFFICER
📍 1 Position Available

A project can look profitable in a proposal and quietly lose money during execution.

That is why UODC is looking for a Cost & Budget Officer who can protect project profitability—from the first quantity take-off to the final cost report.

This is not simply an estimating position.

The Cost & Budget Officer will serve as UODC’s primary owner of project estimating and cost management. The successful candidate will prepare accurate estimates, establish realistic project budgets, monitor actual costs and help management make sound commercial decisions.

KEY RESPONSIBILITIES

🔹 Pre-Construction and Estimating

• Review plans, specifications and bid documents
• Prepare accurate quantity take-offs and Bills of Quantities
• Develop detailed cost estimates for architectural, interior fit-out and construction projects
• Coordinate with Procurement for supplier and subcontractor quotations
• Coordinate with Construction Operations on productivity, methodology and execution assumptions
• Prepare bid summaries and pricing recommendations
• Identify missing scope, unclear assumptions and potential cost risks before bid submission

🔹 Project Cost Control

• Establish the approved project budget upon award
• Monitor actual costs against the approved budget
• Track material, labor, subcontractor and equipment costs
• Identify potential overruns before they become serious losses
• Recommend practical corrective actions
• Prepare accurate monthly project cost reports for management

🔹 Cost Database Management

• Maintain complete historical cost records
• Develop and continuously improve UODC’s unit-cost database
• Track market pricing movements and escalation risks
• Use lessons from completed projects to improve future estimates

🔹 Management and Bid Support

• Participate in bid review meetings
• Support strategic pricing decisions
• Help management evaluate project profitability and commercial risks
• Challenge assumptions when the numbers do not make sense

WHO WE’RE LOOKING FOR

• Bachelor’s degree in Civil Engineering, Construction Management, Quantity Surveying, Architecture or a related field
• Licensed Civil Engineer preferred but not required
• At least five years of relevant experience in estimating, quantity surveying, project costing or cost control
• At least two years of experience preparing complete project estimates independently
• Experience in fit-out, commercial interiors, office fit-outs, residential development or general construction
• Experience working with a contractor, design-build firm or developer is preferred

TECHNICAL CAPABILITIES

• Strong quantity take-off and BOQ preparation skills
• Solid cost-estimating and budget-development experience
• Good knowledge of construction methods and materials
• Strong Excel proficiency; advanced capability is preferred
• Familiarity with construction schedules and project execution
• Strong analytical, reporting and problem-solving skills

THE PERSON WE NEED

You have a sharp eye for detail and a strong sense of accountability.

You do not simply accept quotations, quantities or assumptions at face value. You verify the numbers, challenge weak assumptions and raise risks before they damage the project’s margin.

You understand that the lowest estimate is not always the best estimate. An unrealistically low bid may win the project—but it can also win the company several months of financial pain.

You must have the commercial judgment to balance competitiveness, project risks and sustainable profitability.

HOW SUCCESS WILL BE MEASURED

• Accuracy of submitted bids
• Difference between estimated and actual gross profit
• Percentage of projects completed within the approved budget
• Timeliness of estimate submissions
• Completeness and reliability of the cost database
• Accuracy of monthly project cost reports

IDEAL EXPERIENCE

The ideal candidate has worked as an Estimator, Quantity Surveyor or Cost Engineer for a contractor, fit-out company or developer.

You should have experience handling complete project estimates—from receiving bid documents and preparing quantity take-offs to developing the final price and supporting the project upon award.

UODC is looking for Site Engineers who can catch problems before they become costly rework.

This position is not for someone who simply monitors activity. We need professionals who can study drawings, anticipate conflicts, verify work carefully and follow technical issues through to closure.

The role reports to the Project Construction Manager.

WHO WE’RE LOOKING FOR

• Civil Engineer or Architect
• At least 2–5 years of actual site experience
• Strong ability to read and coordinate Architectural, Structural, MEPF and Interior Design drawings
• Skilled in site layout, setting-out, dimension and elevation verification
• Good understanding of construction methodology and sequencing
• Experienced in shop drawing and material submittal coordination
• Capable of conducting QA/QC inspections, especially before concealment
• Able to identify drawing conflicts and resolve or escalate technical issues early
• Experienced in quantity verification and coordination with the Quantity Surveyor
• Disciplined in documenting RFIs, variations and site instructions
• Able to prepare material requirements and two-week look-ahead plans
• Strong in technical reporting and site documentation

THE PERSON WE NEED

You pay attention to details others may overlook.

You are technically assertive enough to question incorrect or conflicting work. You escalate issues early, plan several days ahead and coordinate professionally with designers, subcontractors and site teams.

Most importantly, you do not consider an issue finished simply because you reported it. You follow it through until it is resolved.
